Correct; need to know, broadly, is universal for Secret and Top Secret. The difference is in the approvals. e.g. For Secret/TS, employees under a supervisor might be authorized as need to know by the supervisor. For SCI, need to know is case-by-case and agency approved.

SCI is a subcategory within Top Secret. It just adds the condition of "Need To Know"... that is, even with a TS clearance, access is granted only on a need to know basis. There are also other codeword protected Top Secret flags e.g. TFNI, NOFORN, FVEY, Q.
