The point was that comparing percentages isn’t a good metric. Especially when one country is 30x larger than the other.

A country 30 times larger is likely to have thirty times as many nurses and health professionals to administer vaccines, and thirty times the resources to organise and execute the vaccine roll out

The USA actually has almost 2X the GDP per capita as Portugal, so you might expect it would have even more capacity to get it done The number of vaccines given in the US hasn’t dropped because it’s too many, or too hard. It’s because people are choosing not to get vaccinated
