Based on the reliance on loops and curls is it safe to assume its SE asian, or related to thai/kawi script?

This is Kadamba Kakusthavarma's Talagunda Sanskrit inscription I guess.

@a_srinidhi @sridatta_a looks like there are similarities between ꩜ & ಄ (U+0C84) in their use.
