Reading the Reuters story carefully, this is consistent with the WH freaking out in emails before the disruption in the feed too place. The WH/NSC may not have "directed" it, but no one is denying officials were displeased.
My admin sources tell me the decision to temporarily interrupt the Taiwanese official's video feed at the Democracy Summit was made at the technical level at the State Dept, not directed by the White House or the NSC.

The WH statement uses a weak word of denial -- "inaccurate" -- and then says it did not "direct" the feed be cut. But that language does not exclude a lower-level operator cutting the feed on his/her own initiative after getting anxious emails from the WH.
