In addition to allowing abortion for any reason up to the moment of birth, it added the right, at any age, to receive sterilization without parental consent or even knowledge. A 9 year old (or even younger) could legally receive permanent sterilization surgery.

The surplus didn't just come from tax revenue as there are other sources that contributed to it. Some of the surplus is from reduced spending in education, health and human services. Some of it is from the fed. gov't assistance during the pandemic. womenspress.com/news-the-rea…
