It doesn’t make sense to mutate the virus to be more potent unless the mutations happen naturally & goal is to better understand & effectively treat it. To purposely manipulate it to be more deadly is wildly irresponsible & indistinguishable from work done for biological warfare

I"m going to assume that he was referring to accelerating the natural progression of viruses to be more transmissible and less deadly. and not think that maybe they need to jack up sales so let's kill off a few more thousand. I don't think that is what he meant.
