Not a shadow of a doubt about this. It would have been entirely proper and possible for Johnson to announce a series of temporary measures with the agreement of both Truss and Sunak. He doesn’t give a fuck because he never has.
What was the point of Boris Johnson staying on as “caretaker PM” if he’s not going to do any caretaking? I suggest his primary motives were: 1) Enjoy more time with PM privileges at the public expense - ie treat him self well. 2) Ensure he passes Theresa May’s time in office.

It's not listed because the MOD were not owed money after March 2016. Their involvement ceased. Banque Havillands took over the charge. Either they or Firtash gave an extra £1m to MOD. The unexplained million could explain Havilland hiding their involvement.

The charge 'in favour of' changed from MOD to Havilland in March 2016. There was £10 million outstanding. The MOD or someone in the MOD got £1m extra. That March payment is crucial. Who from the March 2016 MOD likely knew?
