The EU has never proposed the grace periods becoming permanent. That is conjecture by you

Not currently in effect refers to suspensions and grace periods. They are not currently implemented

In 2019 Boris purged the party of some hardcore remainer MPs by withdrawing the whip from those who supported the Surrender Act undermining Brexit
When the NI protocol legislation goes before parliament, Boris should withdraw the whip from any Tory MP that fails to back the govt
