This is incredibly upsetting.
A state-federal match by itself is not a great idea, but after 10 years of it for Medicaid 38 states are in the fold. But a state-federal match COMBINED with a temporary program is a recipe for 0 states joining because of the uncertainty. Total design malpractice.

My sister tried to apply to study in the US, but no school here offered her a scholarship. Imagine, though, if she ended up at GW, & after witnessing four insane attacks on Gaza, she was told that pursuing therapy is anti-Jewish. So please let PTSD crush your soul and shut up!
