Schumer, as minority leader, did a deal with McConnell to get a majority on the NLRB that everyone on left twitter was big mad about in 2018. Big Business knew Democrats got the better end of that deal.
But anyone who themselves confesses would be eligible for punishment. If proven, by confession or 4 witnesses, it has to be enforced. The guy was really insistent on wanting to be judged for his sin but then regretted it during the punishment.
