If this Congress doesn鈥檛 limit the filibuster and pass voting rights, pass criminal justice reform and codify Roe v Wade, why have a majority?!?

I know what plurality means, was just wondering how having a literal majority in the House and a technical majority in the Senate isn鈥檛 a majority.
