Are you using Unity? That's a good advice, but I don't think it's a problem with Godot. Instancing is really light.

Neither - Libgdx. It's a micro-performance procedure, and a good practice. You probably won't notice it most of the time - but if you e.g. calc random radius, apply velocity, pop extra effect etc... then you might notice it (especially on mobile device)
