This is normally something one would expect to see in end-stage mobilization, where a country has already mobilized and mostly spent its fully equipped and trained forces. Think "barbarians at the gates and only the kids and the old guys left to hold off the collapse" type stuff.
The Russian General Staff has sent out orders to Military Districts throughout the Country to begin raising and preparing “Reserve Battalions”, these Battalions will be made up of Short-Term Conscripts and older personnel who will go through a 30 Day Training Regiment.

This happened in our town today. Man with gun on playground threatening kids. He fled, all schools were in hard lockdown. Thankfully everyone is home safe now, but unidentified man is still on the loose.
