The Iron Dome *is* purely defensive though. Operation Guardian of the Walls was a separate, military name given to the May conflict. Why conflate the two?

Because they expended tons of interceptor rockets during the last operation, this is explaining what it's for, to refill expended weapons stocks from the war..
