Interesting views of Bankruptcy Code § 904, which prohibits court from interfering with a city's political or governmental powers. City argues it prohibits court from lifting stay. According to @Law360 article, Judge Chan said it prohibits court from imposing stay.

Yes, I think so. I think you can tokenise anything and allow it to be used as collateral a la Euler, aave in particular circumstances.
