You can't have it both ways. If oil is being stolen, why are the thieves not apprehended ? If oil is not being stolen where is the revenue ?

Some solutions to Grand Theft Crude Oil!
1. All the oil being stolen is exported via ships 2. So get an independent company to verify quantity of oil on ships leaving Nigeria waters. Let's ships sign forfeiture agreement if found carrying excess crude 3. The theft stops immediately 4. They will never do this

If you do a study and monitize the pensions paid to ex-Governors since 1999, that figure in the State will surpass grants and loans given to SMEs and Entrepreneurs that pay taxes. So the problem there is not revenue to grant $ to SMEs but wasteful spending on individuals
