It's a good thing. Please, stop getting worked up over being in the learning phase. When you change something significantly, like a new ad, or budget, etc. you WANT the algorithm to "learn" to see if that change gives it what it needs to scale and refine.

Seem to happen a lot more in October every year as they “stabilize” the platform before BFCM. If you can, hold tight for a couple days. If it doesn’t change, you may need to circumvent the algorithm temporarily.
